Ellen Pompeo's hair is REALLY thin so chances are there's not much you can do to get it to look exactly like that.

But, for the wavy effect, I'd recommend blowing it dry using a circular brush, curling it with a curling iron, and then shaking out the curls for loose waves. Use a bit of hairspray to get it to hold, and use some after-style shine-spray to get it to look smoother and shiny.
