Why doesn't peroxide lighten hair color?

I've heard that you "can't lighten color with color," regardless of the volume of peroxide you use :10, 20, 40. Why not? If I have medium brown hair and i use a light blond with a 40 vol peroxide, why wouldn't this combination lighten my hair? THANKS

no the peroxide only carries the tint/ bleach, into the hair shaft and activates it and it`s true tint won`t lift tint, but using neat peroxide will dry it out
